Application Process

The Great Lakes Protection Fund welcomes proposals for projects that enhance the health of the Great Lakes ecosystem and that will return the greatest ecosystem benefits. Applicants are urged to review the Fund's general funding guidelines, check the answers to frequently asked questions about the guidelines and application process, and contact the Fund's project development manager, or any of the Fund's program staff , to discuss their ideas prior to submitting a preproposal.

The first step in the Fund's formal application process is the submission of a brief preproposal that summarizes the proposed project. The key elements of the preproposal are the expected ecological outcomes, the proposed work plan and the structure of the project team. The outcomes need to be both system-wide and concrete, the work plan needs to lead to those outcomes and the project team needs to include all affected interests.

The Fund accepts preproposals at any time. Fund program staff will begin to review preproposals upon receipt. Within three months of receiving a preproposal, a committee of the Fund's Board of Directors decides to decline support or to invite a more detailed full proposal.

A full proposal is the complete plan of work and financial package for the project. It is to be prepared by, and have the support of, the full project team. Fund staff and independent technical experts review and evaluate all full proposals. The Fund's Board of Directors makes award decisions at their March, June, September and December meetings. A successful project can receive an award within six to eight months after submitting a preproposal. If support is needed sooner to take advantage of a special opportunity, please raise this when you contact the Fund to discuss your project.
