The Academies will lead a team to develop the elements of a competition to generate a range of alternate designs for the future waterborne transportation system in the Great Lakes region. The key criterion for competing designs will be that the region be open to world commerce but closed to further introductions of invasive aquatic species. The Academies will empanel a team of experts to lead the project, determine the scope of proposals to be submitted, develop criteria to evaluate submittals, and prepare a plan to solicit a wide array of submittals and identify, for the region’s Governors, the suite of designs that meet the criteria. |
