Howard Learner
Howard A. Learner is an experienced public interest environmental and energy litigation attorney serving as Executive Director of the Environmental Law & Policy Center – the Midwest’s leading environmental legal advocacy and eco-business innovation organization.
Committed to achieving both environmental progress and economic development, Mr. Learner’s leadership at ELPC has explored clean energy development solutions to climate change challenges, innovative transportation policies, opportunities to protect the Great Lakes, and strategies to preserve the natural resources and heritage of the Midwest.
Mr. Learner is also a Professor (Adjunct) at the University of Michigan Law School teaching advanced seminars on energy law and climate change policy, environmental constitutionalism, and sustainable development law. He received his J.D. from Harvard Law School, and his B.A. (Honors) from the University of Michigan.
Mr. Learner was appointed to the Board of Directors of the Great Lakes Protection Fund in February 2022.
