The team turned to competition as a method to produce a better transportation system that keeps invasive species out while inviting business in. The team identified world experts to develop the plan for the competition; gathered background information on the present transportation system, regional economy, and threats of invasive species; developed a background package for “bidders” to use in preparing submissions; and planned a process to solicit, review and select a portfolio of options for the most promising transportation alternatives. This work paved the way for a second-phase project to protect the region’s economic and environmental health through competition.
