This grant allowed the Great Lakes-St. Lawrence River Basin Water Resources Council (Compact Council) and the Great Lakes-St. Lawrence River Water Resources Regional Body (Regional Body) to convene and undertake non-regulatory activities. In addition, the states and provinces, with the assistance of the Council of Great Lakes Governors developed a funding plan that allowed the Compact Council and Regional Body to support its own operations, without the continued financial support of outside sources.
